Mastercam is vector software so it uses vectorial files whereas .jpg file is a raster image and to be able to import it, you first need to convert it. Please take these steps in order to convert the image as a vector one:

  1. Open the main software.
  2. Press Alt+C and a new pop-up window will open and select Rast2Vec.dli and click Yes when it asks if you want to keep the Geometry.
  3. Navigate to your raster image (.jpg, .gif, .bmp) and select it
  4. Then a new window pops up with different customization options. If you are satisfied with the given results, press Ok.
  5. The new image will be inserted into the application and you can also Scale or Drag it using Main menu > Xform> Scale / Drag,

Please notice that to get good results, the input image should have a very good quality with a higher resolution.
